In persuance of a Resolution of Congress of the 11th of January last, and of one of the 4th of February following, I have the honor to transmit to you herewith a copy of the Secret Journal of the Old Congress, in 4. vols. together with a printed copy of the Marshal’s Returns of the 4th Census. I will thank you to cause the receipt of them to be acknowledged to this Department.

The Colleges and Universities in the United States are each equally entitled to copies of these Documents. As the number and location of these Institutions in your State are but imperfectly known here, you would greatly enable me to fulfil the object of the Resolutions of Congress, in this respect, if you would cause to be designated to the Department of State the name and geographical situation of each College and University in Virginia, with the name of the principal officer thereof, to whom the Journal and Census may be addressed.
